Rationale

The Culture of Peace Island is a particular set of values, attitudes, modes of behavior and ways of life. These grow from islanders' peaceful tradition and custom of solving problems through dialogue and negotiation among individuals, groups and nations in the regions of the Pacific Ocean. These values closely match the articles of universal UN Resolutions A/RES/52/13: Culture of Peace and A/53/243: Declaration and Programme of Action on a Culture of Peace and "Peace Island Initiative Movements toward New Civilization" is one of the programs of the 2010 Marketplace of Ideas, United Nations Alliance of Civilizations by recommendation of Honorable Maurice Strong, listed in its website. The Peace Island concept was created by Dr. Chang Hoon Ko in 1999 and the Peace Island Forum was started at April of 2001 in Jeju Island Korea.

An island entity is a healthy unit for creating peace culture in the ocean. Islands have more peaceful cultures than peninsular and continental nations. Island cultures have the right to extend their peace cultures to the world, based upon islanders' philosophy of tolerance.

Islands share an international background of overcoming tragedies: Jeju Island, Okinawa, and Taiwan have overcome illegal genocide against their innocent ordinary peoples by State power during and after the Cold War. Together we can search for non-violent methods in order to extend islands' cultures of peace through different means: doing common peace education programs for Korean and Japanese teachers; Peace Island Culture Olympics (PICO) island societies, and the Islands of 20 (I-20) Summit for Environment and Education for future generations in the ocean connected with the G-20. Since 2001, we have called a series of activities or commitments Peace Island Initiatives Movements, which integrate Peace Island Bulteok Forum (PIBF) as an agenda-sharing forum and PICO as peace and environmental festivals in sector of culture and arts into PIS as educational system of World Environment and Peace University for peaceful oceanic civilization.

Jeju Island is the venue of the 6th World Conservation Congress (WCC) and the International Union for Conservation of Nature (IUCN) will be a large gathering of governmental delegates, world-renowned scholars, civic groups and the private sector. The IUCN congress is important because there is no barrier among participants. Anybody can freely say what they have studied, thought or believe in. It is the world's largest gathering regarding the environment, and the slogan of the IUCN - the wise use of nature to gain sustainable development - fits with the Korean government's green-growth policy. The progress of the Korean government and civic society, shown in terms of environmental protection for the past several years, is amazing. Through recognition of 2002 Jeju Halla Biosphere Reserve by UNESCO and designation of 2007 UNESCO Jeju Volcanic Island Lava Tubes of 2002 and its application of UNESCO World Geology Park in 2010, we have an opportunity to reflect or project the concept of sustainable development in a practical and feasible way in Jeju Island.

Meanwhile, Jeju Island was declared by the Korean government as World Peace Island in January of 2005, which was the result of accumulated efforts of Jeju islanders to contribute to not only promotion of human rights of islanders as minority but also actualization of warming programs between two Koreas and among island societies based on their Peace Island concept and Islanders' Tolerance Philosophy beyond the trauma and scars of Jeju Tragedy from March 1947 to September 1954. They remembered that Jeju islanders spoke their hope to let Korean peninsula to be unified by free voting, peacefully, during the tension and conflict of super powers during the age of Cold War. By their truth-finding activities about Jeju Island Tragedy, they could attempt to regain their honor through getting official apology from Korean President, Moo-hyun Noh about massacre of innocent islanders by terror of State. In the midst of scars and lamentation, they created Peace Island concept: even though an island is so small, it is a healthy and living unit to create seed of peace from the ocean. Islands originally have more peaceful cultures than peninsular and continental countries. Through spreading seeds of peace island philosophy to peninsular and continental nations, islanders cannot only make Jeju Island a peace buffer zone to island societies, but also apply Korean peninsula to United Three States of Korea: South Korea, North Korea and Jeju Island Korea (as neutralized peace buffer zone will be recognized by international agreement of six-talk parties: South Korea, North Korea, US, USSR, China, Japan). Naturally, we will collaborate with CIFAL Jeju of UNITAR for ecological peace agenda of Jeju Island through developing the capacities of public and private sector officials of Jeju and some developing countries in Asia Pacific, and through inviting some female students from North Korea to attend the 2010 Peace Island Summer School (PIS) through UN.

Through 2012 World Environment Olympics, definitely, Jeju Island would make a grand debut of its environmental policies and Peace Island philosophy to the world stage as World Peace Island. The games would help in gaining a network of key scholars in the world. That is real reason which we decided to establish World Environmental University in Jeju Island – to integrate Peace Island concept into philosophy of World Sustainable Environment. We note that the programme of the Training Course will be provided to Korean and Japanese teachers. So, because we think it stands with the clear intention of formation and training of peace cultures in the issues related to Peace and Tourism, we want to invite both Korean and Japanese teachers to share this peace island concept in the education field.

1 We expect the 2010 World Environment and Peace Summer School, as an international educational program which was applied to Peace Island concept to the world through educational sector since 2007, will make an opportunity to not only prepare the way for the World Environment University WEU in Spring semester of 2012, but also to create an intellectual environmental institute United Islands and Cities for World Environment and Peace UICWEP to exchange some ideas for responding to critical issues of world environment, island, and peace in an age of World Environment. Provide opportunities for young students and activists to take courses in the summer school.

2 Contribute to the understanding of Environmental Issues and Climate Change, Asian economy, Marine tourism, World Heritages, development of a Peace Studies and East Asian Studies program through participation in Summer School.

3 Increase the visibility of all participating universities in a region with a dynamic, growing higher education sector, with the hope of attracting additional applicants to our undergraduate and graduate programs.

4 Provide opportunities for faculty members of participating universities to increase their intercultural/international experience in Asia and Pacific region.

To the WAIS, 49 research committee of IPSA, and WORLD ISLANDS X:

1 Collaborative educational activities should be developed by taking advantage of WAIS members' network with varied experiences and expertise. It will be one of major and meaningful outputs from ISLANDS X (August 25-28, 2008) and the 9th Peace Island Forum of 2009.

2 Provide opportunities for young students and activists to take courses in the Peace Island summer school. Through these activities, we can think about how to institutionalize combining system of Environment Issues and Climate Change, Peace Studies and Marine Tourism Studies programs in all participating institutes.

3 Increase the opportunities to link joint research programs to collaborative educational programs. Provide opportunities for WAIS members to increase their intercultural/international experience through 2010 educational program.

All institutions are not being asked to share the costs of the program, not only to provide curriculum of courses but also help recruit faculty and students. Funds will come from student tuition, and the anticipated subsidy from the Jeju Special Self-Governing Province, participating university institutes and so on in 2010.


Program description

The Summer School will run for 4 weeks, approximately July 26-August 20, 2010 including participation in Research and Cultural Trip during WEPSS, participation in young professional session of 10th Peace Island Forum (July 30-31, 2010) as speakers and discussants in it. 10 courses of 5 tracks will be offered, with each student expected to take two or three courses. Each course will be team-taught by 6 faculty members or instructors (one instructor cover 9 hours lecturing in one week through Monday to Thursday). Classes will meet on the College of Law and Political Science of Jeju National University (JNU), which will also validate the credits. Instructors will be housed in the Hawaii hotel of downtown in Jeju city or International Guest House at campus of Jeju National University.

Courses would be taught in 4 week modules (around 45 hours lecturing including 3 hours in participation in the 10th Peace Island Forum. We also provide Korean Politics, Culture, and Cultural Tour program for foreign students. And, to Korean and Japanese participants, if they need with help of English teachers, we can run supporting program for them during Summer School.

Dr. Chang Hoon Ko at WAIS, Dr. Dai-yeun Jeong of JNU, Dr. Simone Chun of the Government Department of Suffolk University, and Prof. Soon-ja Yeom of University of Tasmania will serve as liaison of each institute for this program, and will arrange with the appropriate departments to have the courses cross-listed as equivalent courses of all participant universities. This will make it easier for both Asian students and other students at American or European universities to apply the credits to their programs.

The 2010 Summer School is designed for around 200 students, teachers, citizens, and bureaucrats with a tuition of around ($1,960) (tuition or three courses: 1,500 USD (per course 500 USD: May 6- June 4), dormitory fee: 360 USD (24 day * 15 USD with two meals and participation in the 10th PIBF: 100 USD). Hopefully, tuition is so cheap comparing with one of USA Summer School because funds are being sought from the Jeju Provincial Government and so on to subsidize half the tuition (available at Jeju National University dormitory, Jeju city, Jeju Island).

Information for Faculty members

1. Foreign participating scholars will give 9 hours lecturing to students three times during stay in Jeju Island.

2. We pay lecturing fee of 100 USD to every lecturer per hour. If she or he will give 9 hours lecturing, we will pay 900 USD to her or him. During his or her stay, we suggest two kinds of alternatives of lodging hotel: If she or he stays at downtown hotel, we pay 5 days hotel fee within 500 USD including breakfast (100 USD per night). We can provide lecturer from other regions room for 6 days if she or he prefers to stay at campus of Jeju National University rather than hotel at downtown of Jeju city.

3. It would be better if you left this to me to do through a travel agent, Hongik Travel Agency in Jeju Island, we can pay in advance for participants' tickets rather than have to negotiate refunds later. For this, it is desirable to simplify procedures as much as possible. As for lecturing fees and other expenses, it will be going through his or her bank account or be paid cash during his or her stay in Jeju Island after completing necessary confirmation processes and documents for doing it.

Jeju Big Swim Event

July 31- August 26, The Jeju Big Swim as a part of the "World Environment and Peace Summer School," Sherrin Hibbard (who participate in 2009 Summer School as a lecturer init) will swim 200 kilometers around Jeju Island accompanied by Steve Oberhauser in a sea kayak, to let people know that when it comes to the environment, every action counts. Participants of WEPSS share with big swimmers that they believe as individuals everyone can make choices and take actions that will make our environment a cleaner and better place. Every day we make important decisions that impact our environment in fundamental ways. Because we (Honorable Maurice Strong, Dr. Hanne Strong, and Dr. Chang Hoon Ko) also share with hope, on 29th of April, 2010, that this swim will raise environmental awareness on Jeju Island as site of UNESCO World Natural Heritage.

Rationale

Peace Island Initiative Movements was started at Jeju Island based on sharing with the Culture of Peace Island and spreading tolerance philosophy of islanders to the world since 2001, which is a particular set of values, attitudes, modes of behavior and ways of life from islanders' peaceful tradition and customs to solve problems through dialogue and negotiations among individuals, groups, and nations in the globe. As the concept of Peace Island was created by Dr. Chang Hoon Ko in 1999 (island is a healthy unit for creating peace culture upon equitable gender roles in the ocean such as Jeju women divers, Haenyeos, have more peaceful culture rather then peninsular and continental nations, so, it has rights to extend peace cultures to the world upon its philosophy of islanders' tolerance as equal as those ones) which has international background not only to overcome tragedies of Jeju Island, Okinawa, and Taiwan from illegal genocide against innocent ordinary people by State power during and after Cold War together but also search for non violence method as one of minorities in order to extend islands cultures of peace through means of doing common peace education programs for Korean and Japanese teachers beyond borders (the 2010 World Environment and Peace Summer School: July 26 – August 20, Jeju, South Korea), Peace Island Bulteok (a meeting place of Jeju Haenyeos at seaside) Forum (July 30 - 31, 2010), and The 2010 Project to illuminate Jeju Haenyeos' Community and Culture.

We intend to facilitate international understanding of common or particular activities in the fields of World Environment, Marine Tourism, Peace Education and Culture, and Human Rights and Internal Law in Asia and Pacific in general session and 4 young professional sessions. The conference of 2010 WEPSS participants will also be a place for active international exchange and intellectual discussion of policy agendas among cities over the world. We hope to illuminate sociological, political, economic, and environmental issues concerning the past as well as to think about roles of individual activists and scholars in advancing ideas and practices of world environment and heritages, marine tourism, global leadership and peace education issues in everyday life situations of ordinary people in the 21st century together.

1. As Professor Kunihiko Yoshida of Hokkaido University will be in Jeju Island as lecturer in the 2010 World Environment and Peace Summer School, he especially brings 8 graduate students to Jeju for participation in the 10th Peace Island Bulteok Forum from Hokkaido University, Japan. He wants to let his students join the 10th PIBS. Because some of his graduate students are from mainland China: e.g. a graduate of Beijing University, or Nanjing University, and they are sensitive to the reparation issue regarding Nanjing massacre or Japanese invasion to China. One participant is a Korean Chinese, and might deal with the comfort women issue, because she's now working on feminist theories.

2. We can reserve room sharing two students: per person 140,000 Korean won * 2 =280,000 Korean won (per room: two students share with one room per day 20,000 Korean (around 130 USD) : Korean except meal: at dormitory restaurant 2200 Korean won per meal.

The 2010 Project to illuminate Jeju Haenyeos' Community and Culture for creation of the 6th Peace Island Culture Olympics in Summer of 2011:
(July 30 - August 1)

Rationale

The Culture of Peace Island is a particular set of values, attitudes, modes of behavior and ways of life. These grow from islanders' peaceful tradition and custom of solving problems through dialogue and negotiation among individuals, groups and nations in the regions of the Pacific Ocean. These values closely match the articles of universal UN Resolutions A/RES/52/13: Culture of Peace and A/53/243: Declaration and Programme of Action on a Culture of Peace.

The Peace Island concept was created by Dr. Ko Chang-hoon in 1999.

An island entity is a healthy unit for creating peace culture in the ocean. Islands have more peaceful cultures than peninsular and continental nations. Island cultures have the right to extend their peace cultures to the world, based upon islanders' philosophy of tolerance.

Islands share an international background of overcoming tragedies: Jeju Island, Okinawa, and Taiwan have overcome illegal genocide against their innocent ordinary peoples by State power during and after the Cold War. Together we can search for non-violent methods in order to extend islands' cultures of peace through different means: doing common peace education programs for Korean and Japanese teachers; Peace Island Culture Olympics (PICO) island societies, and the Islands of 20 (I-20) Summit for Environment, Tourism and Peace Education for future generations in the ocean connected with the G-20. Since 2001, we have called a series of activities or commitments Peace Island Initiatives Movements, which integrate Peace Island Bulteok Forum (PIBF) as an agenda-sharing forum and PICO as peace and environmental festivals in sector of culture and arts into PIS as educational system of World Environment and Peace Summer School WEPSS for peaceful oceanic civilization.


Short Histories of Peace Island Culture Olympics

(1998 -2010)

We have applied Peace Island concept to creation of peace festivals five times in Jeju Island since 1998 in order to create cultural waves of Islands peace from the source of peaceful myth of Jeju Island and share with peace culture of other islands through some international culture festivals for islands as below:

1) The 1st and 2nd Peace Island Culture Olympics (1998 and 2000)

We had two World Festivals for Island Culture at Jeju Island in 1998 and 2000 in order to sharing with culture of peace over the world.

2) The 3rd Peace Island Culture Olympics (2002)

In June of 2002, in order to succeed in two international events, we held the first World Haenyeos' Festival at Jeju Island in celebration for cultures of peace, concurrently with some of the 2002 Korea/ Japan World Cup Soccer Games.

3) The 4th Peace Island Culture Olympics (2008)

In August of 2008, World Association for Island Studies presided over the 1st World Islands Film Festival and Korean-Haenyeo and Japanese-Ama Cultural Arts Festival for keeping their cultural dynamics with help of Japanese Association for Island Studies.

4) The 5th Peace Island Culture Olympics (2010)

In order to create Peace Island Culture Olympics as combination or succession of above-mentioned four festivals from 30th of July to 5th of August in 2011 potentially, we have the Project to illuminate Jeju Haenyeos' Community and Culture.


Why we try to create Peace Island Holy Torch PIHT from Gapa Island?

Gapa Island is located 5.5 km southward from Mosulpo port, about mid-way between Mosulpo and Marado. Its size is 0.84 square km. There are two Grandmother shrines (Hal-Mang-Dang: for Safety and Well Working on the Ocean). One is upper village at northern part, the other in the southern part. Annually, there will be ritual prayers for well doing and for the safety of fishermen and Haenyeos in the ocean. Of course, there also exists church, Buddhist temple and shamanism, together. There are around 30 dolmens scattered here and there in barley fields. As Jeju Self-Governing Province County will enact "A Regulation of Conservation and Supporting Policy for Promotion of Haenyeos' Culture (November 4, 2009)," we will try to create Peace Island Holy Torch from sources of Goddess, Grandmother Selmundae of Jeju Myth through formal ritual at Halmangdang to spread culture of peace from island to island over the ocean. We can guess that, as same logic as she created job of Haenyeo for Jeju Island, it is natural we will have a ritual for creation of Holy Torch of Peace Island Culture Olympics at Hal-Mang-Dang. We hope it will be a symbolic effort to improve Peace Island image through recreation of equitable gender roles of Jeju Haenyeos in the scheme of Peace Island Culture Olympics which also succeed in ideas of World Festival for Island Cultures in 1998 and 2000, 2002 World Haenyeos' Festival, and 2008 Korean-Haenyeo and Japanese-Ama Cultural Arts Festival.

It is well known the Haenyeos have created, shared, and kept their songs, rituals, and customs that have formed their cultural life to the present day. If we make an effort to keep or modernize their songs and rituals through lyric, opera, symphony, ballet, documentary films, and so on, like the Korean traditional song (Pansori); it is possible for us to apply and share the cultural value of their life style in the deep sea such as Song of Sumbisori. We learned that they shared and exchanged their sentiments between and among themselves through singing different songs. As they created and formed a culturally distinct identity through songs and rituals, amidst their ocean life, it's a time to cultivate the customs and heritage of the Haenyeos and apply them to the cultural diversity and viability of women's life in modern times. Recently, we had some films illuminating aspects of the Haenyeos' life such as the Royal (mermaid) Princess (Ineo-gongjoo: 2003 Korean Film), Jeju Haenyeo, Ms. Yang (Japanese film: 2004 grand-prize-winning documentary film by Japanese Ministry of Culture). Notwithstanding these efforts, we need more artists who highlight not only the real meaning of life of the Haenyeos, but also the modernization of their unique culture, linked to the universal value of women's life and culture.
